The U.S. General Services Administration (GSA) establishes long term, government-wide contracts with commercial firms such as KAT Communications to provide your agency the opportunity to access services that can be ordered directly through our GSA Schedule contracts.

The use of a GSA Schedule contractor is considered a "competitive process" and meets all standards required under CICA when the GSA ordering procedures are followed.

The procedures for procuring services under the micro-purchase threshold (less than $2500) is to simply place an order with KAT. No additional evaluation or solicitation procedures are required.

The procedure for procuring services exceeding the micro-purchase threshold is to prepare a Request for Quotation (RFQ) that includes the statement of work and the evaluation criteria; transmit the request to three schedule contractors; evaluate the responses; and make a best value selection. Best value selection allows the agency to select the contractor that meets all the needs of the agency and is not necessarily the lowest priced contractor.
